Zimbabwe School Examinations Council (ZIMSEC) is an autonomous parastatal under the Ministry of Primary and Secondary Education. It is an internationally accredited Examinations Board. ZIMSEC is an Examinations Board responsible for assessment, evaluation and documentation of the academic readiness, learning progress, and skill acquisition of students at primary and secondary school levels in Zimbabwe.  The Council is inviting suitably qualified and motivated persons for the following vacant positions that have arisen.

  1. HUMAN CAPITAL MANAGER

JOB SUMMARY

Reporting Directly to the Human Capital Director, the Human Capital Manager will plan, coordinate, and direct the administrative functions of ZIMSEC. The incumbent shall oversee the recruiting, interviewing, and hiring of new staff, consult with senior management on strategic planning and serve as a link between an organization’s management and its employees.

 

KEY PERFORMANCE AREAS

THE INCUMBENT SHALL BE RESPONSIBLE FOR;

  • Contributing to the development of policies and procedures
  • Managing the human resource acquisition process
  • Managing the Industrial Relations aspect
  • Counselling of staff
  • Managing Occupational Health and Safety (OHS)
  • Payroll management
  • Performance management
  • Developing and managing the Human Capital budget
  • Crafting and Implementing of Human Capital strategy
  • Managing the records section
  • Making sure staff and organizational files are well kept and safe

 

EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS

  • A Bachelor’s degree in Human Resources Management/Organizational Behavior.
  • A Master’s Degree in Human Resource Management/Organizational Behavior or Business Administration.
  • Professional Diploma in Personnel Management or Labour relations.
  • At least 5 years working experience at the same level.
  • MS Excel is a must.
  • Knowledge of Microsoft packages
  • Knowledge of the HR Systems
  • In depth knowledge of the labour law

  1. REGIONAL MANAGER MIDLANDS

 

JOB SUMMARY

The incumbent shall be reporting to the Director Examinations Administration.  The purpose of the job is to represent all divisions including ZIMSEC Head Office and the province. Interface with the Ministry of Primary and Secondary School Ordinary Level & Advanced Level.

 

KEY PERFORMANCE AREAS

The incumbent shall be responsible for:

  1. Planning, organizing, leading and controlling all examinations activities in the Region;
  2. Coordinating Centre inspection and registration of Examination Centres;
  3. Spearheading the E-registration process in the Region and assisting and attending to candidate entries related matters;
  4. Monitoring the recruitment of Grade Seven (7) Markers,
  5. Coordinating the marking of practical subjects/ coursework and Grade 7 Examinations in the Region and collection and submission of marks;
  6. Managing of question paper distribution exercise and script collection;
  7. Investigating cases of suspected malpractice;
  8. Management and accountability of all ZIMSEC assets in the Region;
  9. Acting as a link between ZIMSEC Head Office and the stakeholders;
  10. Carrying out other duties assigned from time to time by relevant authorities.

 

EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS

  • Be a holder of a Master`s Degree
  • Extensive experience as an Educationist at a level of a Headmaster, Deputy Head or Education Officer for at least 5 years;
  • Have experience in conducting and supervising Examinations.
  • Be capable of training Heads of Centers and Invigilators in the conduct of examinations;
  • Holder of a clean class 4 driver’s license.

 

  1. ICT AUDIT MANAGER

       JOB SUMMARY

Reporting to Director – Audit, the purpose of the job is to provide information systems audit skills to Council in accordance with Institute of Internal Auditor’s standards for the professional practice of Internal Auditing and Information Systems Audit and Control Association (ISACA) standards.

KEY PERFORMANCE AREAS

  • Assisting in the development of a flexible annual risk based IT audit plan.
  • Demonstrate proficiency by applying information systems audit principles, skills, and techniques to review and test computer applications and different information systems within the Council
  • Planning on assigned audits in accordance with the Information Systems Audit and Control Association (ISACA) standards and Council Audit Charter;
  • Perform various audit types such as Information Technology (IT) General Controls Reviews; Applications Control Reviews; IT security reviews; IT project reviews; Systems Development Life Cycle (SLDC) reviews and provide data analytics;
  • Collaborate with financial and operations audit teams to ensure that IT-related risks are identified and assessed in their audit programs and coordinate work with the teams in order to achieve adequate and complete audit coverages of all phases of operations;
  • Understand client business processes, procedures and IT environment by performing walkthroughs of operations to determine workflows and their efficiency and effectiveness;
  • Perform Information Technology risk assessments by identifying, documenting, evaluating business risks and potential fraud as well as evaluating the related information technology general and application controls;
  • Document and discuss findings, recommendations and agree time lines for corrective action with responsible managers of the audited operational units and the Information System Unit;
  • Follow up on implementation of ICT audit recommendations and evaluate the responses and actions taken by management of the audited Units and the ICT Units well as provide advice or clarification when necessary;

 

EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS

  • Degree in Audit, Finance or IT
  • Be a Certified Information Systems Auditor (CISA)
  • At least 3 years Information Auditing Experience.

 

REQUIRED COMPETENCIES AND ATTRIBUTES

The incumbent must be able to:

  • Work independently and able to be a team a team player at the same time.
  • Communicate effectively and has exceptional communication skill on both verbal and written.
  • Analyze data and evaluate results in any given time
  • Demonstrate a working knowledge of MS Office (Excel, Word, Access, Power point).
  • Perform Computer Assisted Audit Techniques (CAATs) such as ACL, Team Mate, Microsoft Excel, etc.

Educational Requirements

  • The desired candidates must be studying towards a relevant Bachelor’s Degree at any local University
